Area Code 223 History and Coverage
The 223 area code was created as an overlay in 2017 to supplement the numbering in 717 territory. 717 is one of the area codes in the initial North American Numbering Plan assignment and dates back to 1947. Its coverage was once wider compared to its present coverage. In 1998, there was a geographic split that led to the creation of area code 570 from the northern and northeastern portions of the former 717 area code coverage. This made the 717 coverage narrower.
The choice was not to further divide this smaller coverage but to add another area code within the same coverage. 223 was thus added to make additional numbers available. The two area codes thus form a common numbering plan region and not separate adjacent regions.
The service coverage area includes parts of Pennsylvania formed by the Susquehanna River Basin, the Pennsylvania Turnpike region, and links to Maryland. There are agricultural areas as well as governmental and manufacturing areas, although the area code does not follow municipal boundaries. The northern boundary touches places around Juniata River while the southwest boundary touches Franklin County in Maryland.
