The code 239 was designated in 2002, resulting from the geographic split of 941. This code was itself created in 1995 via splitting 813, which covered even more extensive Florida territory. Before the establishment of 239, the code 941 encompassed a larger area of the Gulf Coast of Florida. The split that took place in 2002 divided this territory into two new regions of 239 and 941 codes.

Lee and Collier counties are the center of the region, but there are parts of Charlotte and Hendry counties in the area too. Thus, the territory is the strip of the southwest peninsula, where both the coastline and inland territory east of it are included. The southern boundary is approaching the Everglades and Big Cypress area, and the northern one is closer to Charlotte Harbor. The Caloosahatchee River basin is among other geographic features of the region.

The establishment of the area code is another revision of Florida's numbering plan that took place in the 1990s and early 2000s.
