Area Code 821 History and Coverage

Area code 821 was activated on August 19, 2024, following the approval of the South Carolina Public Service Commission on September 27, 2022, of relief from the 864 numbering plan area. The decision, in the Docket No. 2022-141-C proceeding, was made based on a NANPA forecast that all available 864 numbering resources would be depleted by the first quarter of 2025. The regulator decided on an all-services distributed overlay of 821 in the existing 864 area, maintaining the use of existing 864 numbers.

The decision came through a formal planning process involving the North American Numbering Plan Administrator and the South Carolina telecommunications industry. Federal rules authorize state commissions to decide whether relief takes the form of an overlay, geographic split, or boundary realignment. For this case, the commission found that an overlay met the applicable industry guidelines. The earlier 864 territory had been created in 1995 through South Carolina’s first geographic split of 803, giving the 821 assignment a direct place in the state’s longer numbering-plan history.

That inherited footprint reaches from Oconee and Pickens counties near the state’s western edge through Cherokee and Union counties, with Abbeville, Saluda, McCormick, and Newberry also within the numbering-plan area. Those county boundaries remain the geographic framework for 821.
