Area Code 828 History and Coverage
Area code 828 was introduced into service in March 1998 through a geographic split of 704, the old numbering plan for the whole of North Carolina dating back to 1947. This change was meant to provide an adequate supply of telephone numbers for the mountain and western foothills area, considering the rising demand in the later decades of the twentieth century.
It covers Cherokee and Clay counties on the borders with Tennessee and Georgia, as well as the Blue Ridge and surrounding foothills region to the areas of Lenoir, Morganton, and Rutherfordton, for instance. It covers resort towns, university towns, industrial towns, and the more remote mountain counties. It is therefore a diverse area, with unequal population densities.
The 828 territory remained a single-code region for decades after its creation. A North Carolina numbering-relief proceeding was filed in November 2025 after forecasts placed number exhaustion in the third quarter of 2028, reflecting continued demand for new telephone numbers. The 1998 split left 704 serving the Charlotte region and much of south-central North Carolina.
