The Industry Numbering Committee assigned the 855 toll-free code for allocation along with the 866 number in 1999. The 866 number was put into service in 2000, but the 855 code was kept for future use, due to changes in the availability of toll-free numbers.
It was reported in 2010 that the resources of toll-free numbers were getting depleted too rapidly. Therefore, the federal communications authorities approved the deployment of the 855 area code.
