Area Code 951 History and Coverage

Area code 951 was assigned in 2004 after the approval by the California Public Utilities Commission of a geographic split of area code 909. It was done because the North American Numbering Plan Administrator predicted that 909 would exhaust the capacity of its numbering pool in the fourth quarter of 2003. California had implemented number-conservation practices in the old territory, such as thousand-block number pooling, and pooling was to be continued with the launch of 951.

One previous relief plan for 909 had been canceled in 1999 while the commission analyzed number usage and improved number-conservation practices. In 2003, alternative plans for splitting were developed based on jurisdictional and public-participation hearings held in Riverside, San Bernardino, Ontario, Murrieta, and Moreno Valley. A number of geographic splits and an all-services overlay were evaluated prior to the adoption of Alternative 1, a two-way split.

The approved boundary followed rate-center lines from west to east through roughly the middle of the former 909 territory. The northern section retained 909, while the southern section received 951, with the division generally separating Riverside and San Bernardino counties. Existing 909 numbers assigned to rate centers moved into the new territory changed to 951 under the commission’s order. Calimesa remained in the 909 portion.
