Area code 989 became active on April 7, 2001, as a result of a geographic split of Michigan’s 517 area code. The Michigan Public Service Commission implemented the geographic split plan as an area-code relief strategy due to the forecasts suggesting that additional numbering resources were necessary for 517 area code. The central and northern parts of the previous area code were allotted to 989, while 517 covered Lansing and south-central Michigan.
The change divided a territory rooted in the 1947 launch of the North American Numbering Plan, when 517 was one of Michigan’s three original area codes alongside 313 and 616. Before the split, 517 extended across most of the eastern Lower Peninsula outside metropolitan Detroit. The new boundaries combined inland communities, Lake Huron coastal towns, and parts of the Thumb within one numbering area. Rogers City, Tawas City, Caro, and Marlette illustrate the region’s reach beyond its larger population centers. The division placed lakefront tourism communities, agricultural areas, and central Michigan’s educational and service hubs under the same code.
