Its development began earlier, when the Industry Numbering Committee set 528 aside in May 2012 with other codes intended to expand the then-named 5YY resource. That action followed a 2012 revision that broadened the category from its original personal communications purpose to include emerging technologies and machine-to-machine applications.
The activation came during continued growth in demand for 5XX numbering resources. The assignment guidelines call for additional 5XX area codes as the available supply of codes in the active resource is assigned.
